Which Pakistan Roaming SIMS works in Istanbul and Munich?

All mobile service providers in Pakistan assert that their prepaid SIMs are already activated for international roaming.

I brought three SIMS along. I own a Jazz with a Ufone SIM.

when I touched down in Istanbul. Signals marked “R” were only visible on Ufone and Jazz.
